['tʌgwel], Rexford Guy, amerikanischer Politiker und Wirtschaftswissenschaftler, * Sinclairville (N. Y.) 10. 7. 1891, ✝ Santa Barbara (Calif.) 21. 7. 1979; lehrte 1920-37 Volkswirtschaft an der Columbia University in New York; befürwortete staatliche Wirtschaftsplanung und Lenkungsmechanismen wie z. B. Preiskontrollen zur Herausbildung von rationalen kollektiven wirtschaftlichen Verhaltensnormen. Ab 1932 Mitglied in F. D. Roosevelts Braintrust, wurde Tugwell ein führender Vertreter des New Deal. Nach dem Wahlsieg Roosevelts in das Landwirtschaftsministerium berufen, wo er (ab 1934 Unterstaatssekretär) mit der Planung und Durchführung des Agricultural Adjustment Act betraut war, gewann Tugwell auch großen Einfluss auf andere Bereiche der Reform. 1936 verließ er u. a. aus Protest gegen die für ihn unzureichende staatliche Wirtschaftsplanung die Regierung. Als Gouverneur von Puerto Rico (1941-46) bemühte er sich um eine Verbesserung der wirtschaftlichen und sozialen Verhältnisse. 1946-57 war er Professor für Politikwissenschaften an der University of Chicago.
